One of the earliest Black-led credit unions in Canada, providing accessible loans and fostering economic resilience across five decades.
A Credit Union Born From Community Need
The Pan-African Credit Union (PACU) is a new Black-owned and Black-serving credit union established to address long-standing financial inequities faced by Ontario’s Black communities. We provide equitable access to financial services and catalyze sustainable economic empowerment.
“Entrepreneurship and ownership are two key factors that can make a huge difference for Black communities.”
– Carline Zamar, Directrice Générale, MOFIF
Guided by the principle of cooperative economics — UJAMAA — PACU envisions a community-driven solution to financial exclusion. Upon regulatory approval by the Financial Services Regulatory Authority of Ontario (FSRA), PACU will offer tailored financial products, specialized programs for Black women entrepreneurs, youth, and newcomers, and a governance model rooted in transparency, accountability, and shared ownership.
We are more than a financial institution. We represent a bold and transformative vision for economic empowerment — a legacy institution that will serve generations of Black Ontarians to come.
